ON THE JOB NEWS EYE ON EDUCATION JUST HANDED DOWN DISCIPLINE MISSION CRITICAL SYSTEMS NICE Inform Manages Multimedia Incident Information By Jennifer Gavigan Jennifer Gavigan is the Managing Editor of Tactical Response, LAW and ORDER and Police Fleet Manager Magazines. She can be reached at jgavigan@hendonpub.com. www.nice.com O nce upon a time, people just made voice calls in emergency situations. Today's emergency communication centers and public safety organizations need to deal with a variety of incoming information sources. Soon next-generation emergency centers will become a reality where any person can send text messages, pictures, video clips and make other types of multimedia emergency calls. NICE Inform helps emergency centers manage multimedia incident information effciently and effectively. Inform captures all available data, providing all the facts as they unfold and increasing the chances that all vital evidence is available to review. Today's public-safety emergency communications centers must be able to record and process event information in a variety of media: audio, video, photographs, Computer-Aided Dispatch (CAD) systems, Geographic Information Systems (GIS and others). All media can be crucial for investigation, evaluation and training so it must be captured, reconstructed, organized, stored and distributed accurately, effciently and securely. NICE Inform fuses these different types of media into a common application and interface. It provides structure to unstructured multimedia, seamlessly combining the data for a complete, authentic, chronological audio/visual timeline and 360-degree view. Specifcally, NICE Inform enables command and control centers to do the following: Monitor and verify any communication and interaction. With live monitoring functionality, supervisors can listen in on any call. Supervisors and individual call-takers can instantly review calls to verify call information. Capture Multimedia. Call centers can record and store telephone, VoIP and radio calls, closed-circuit TV, GIS Mapping and other screen images, text and picture messages, and more. Operators can append additional recorded media with pictures, reports, texts, faxes and other electronic content. Search multimedia inputs. Advanced search parameters enable reviewers and investigators to locate an incident and its associated media with pinpoint accuracy. Reconstruct incidents with a 360-degree real-time view. A consolidated, multimedia view of event data enables investigators, auditors and train- 15 LAW and ORDER I July 2013 ers to reconstruct what people said, saw and did. Organize and access information electronically. Event media can be stored in individual incident folders with instant and secure Web-based access for authorized reviewers. Interoperate easily and securely. Colleagues from within and between public safety agencies can instantly share and send secure multimedia via DVD, e-mail or Inform's innovative stand-alone Media Player. NICE Inform helps public safety agencies capture, consolidate, and manage multimedia incident information, including audio, video, GIS, CAD screens and other data. It gives agencies a synchronous 360-degree incident view, which can be critical for investigations, debriefngs, training and evidence. As the first-to-market incident information management platform, NICE Inform is ahead of its time and continuously being enhanced to address emerging market needs. For example, with the latest version of NICE Inform, law enforcement agencies can create complete incident reconstruction timelines by importing video from smartphones, in-car video systems, and thirdparty video surveillance systems, which can be replayed synchronously with related voice recordings, screen recordings, or other multimedia. With NG9-1-1 looming on the horizon, NICE Inform ensures that law enforcement agencies will be ready to address the challenges of capturing and consolidating next-generation 9-1-1 emergency communications in the form of voice, text, telematics and video. Also, today there are many systems employed by law enforcement (such as radio communication, GIS mapping, CAD, video surveillance, etc.) that are not integrated and do not comply with an industry standard that facilitates sharing of this information. NICE Inform fuses these information sources and makes it easy for agencies to connect the dots and collaborate on incident reviews/investigations.
